No, you may get toadflax or snapdragon herb seeds but you will not be able to get any unidentified herb drops for them. The alternative method to get both toadflax and snapdragon is using tickets to buy them at Brimhaven Agility Arena.

3. How can I get potions as 4 dose potions?
You can simply use one potion on another.
